How do you get straw(cowboy hats) to stay curled on the sides?

I want to get the cowboy effect on my wide brimmed hats. I try to train the sides to curl but they do not stay curled. What do I do?

Dampen it with a wet wash cloth and let stand for a while.
Take a hair dryer and heat the brim, while curling it. Curl it a BIT more than you wish to have the final curl set, as the brim will relax.
Repeat as necessary.
