Find or make some sort of hat form, wet your hat, then put it on the form and let it dry.
I would use a sticky lint roller. Since its felt you dont have to push on it hard. just lightly roll it over the dust and it should come off easy. Plus the static of the substance will pick up dust easier.

Most bowler hats are made from felt, some are made from other animal parts. I need a bowler hat that looks like an authentic one, but does not include any animal products for a vegan friend of mine. Does anyone have any ideas? There seem to be synthetic substitutes for most things nowadays!
